Stress-test the price guarantee

Both panels classify through GSQ_RULES.bandFor() — the same function the portals use. Nothing on this page hardcodes a threshold: move a slider past a band boundary and you are watching the live rules engine, not a picture of it.

1 · A single case

The patient pays the platform-quoted out-of-pocket regardless of the final bill. The question the bands answer is: who absorbs the excess?
Memo average case: HK$275,000

The quoted out-of-pocket — unchanged by the overrun. That is the guarantee.

2 · The portfolio: reserve sizing

The Strategic Memo §7.4 sizes Band C absorption at Year-3 scale. Vary the assumptions and watch the exposure — the <5% Band C frequency line is the memo §4 expansion gate.
Memo Y3: ~1,750 §7.1
Memo: HK$275,000 §7.2
Memo: ~3% of cases · expansion gate <5% §7.4 / §4
Memo: 25% of total case cost §7.4

Annual platform absorption
As % of GMV
Memo baseline: ≈0.75% of GMV — “well within contingency reserve sizing” (§7.4)
Band B never reaches this number: under the attribution rules (§4 of the Price Guarantee Specification) the responsible party absorbs 10–20% variances, so platform exposure is Band C only. Savings context from the same memo: HK$72–120M/yr passed to insurers and patients at Year-3 scale — the absorption above is the cost of underwriting that promise.
